The responsibilities of the crowd manager may be conferred upon various employees employed by a venue for daily measures or special events and are not necessarily limited to security, ushers, or other employees traditionally associated with crowd control.
Users of the TCM program can include, but are not limited to the following:
- Those who have been identified by their venues as employees who should take on the roles of crowd managers or crowd manager supervisors
- Those already serving with responsibilities similar to those of crowd manager—in order to sharpen the knowledge, skills, abilities, and confidence needed to be the best crowd manager possible in day to day operations and especially in emergency situations
- Anyone working in positions traditionally associated with crowd control, as the knowledge, skills, and abilities learned in the TCM program are applicable in both emergency and non-emergency crowd movement, and they can help improve overall venue safety
